I do disagree with the title, telco's should be responsible for SIM swap attacks as they should have better processes to prevent people's mobile numbers from being ported. Additionally, whilst people rave about 2FA apps, not many people talk about an approach to recovering your 2FA app account if you lose your device or anything else.
