  No, it is one of the hundred of points why it is a joke. Like for example not defining what people are voting for, or having more voting locations in small less populated districts that the mayor majority control and people being refused of some voting hall in the other districts being told to go in another district. Almost nothing respected the rules of a fair votation. Regarding the typo (maybe), the point is not an error on a random webpage but this page is the official results display for the votation. It let's you see how the rest was handled!
