The single use bag ban in California had a rather unfortunate loophole - stores can charge you 10 cents a bag for a “reusable” bag now which is really just a much thicker single use bag. No one really reuses them. Why not just ban the manufacturer and sale of plastic shopping bags in general? There are plenty of cloth replacements and they are less likely to be discarded.
