As a regular diver in the Baltic ocean, my experience is aligned with the finding that the ban on plastic bags and utensils did have a real noticeable effect. Before the ban I saw trash every dive. Now it is much less common, closer to 1/10 of how it was before. Nowadays the most common trash I see are beer cans.
