A smarter Idea for Microsoft would be to 'do an Apple'.
Apple had the smart idea decades ago of taking the open-source BSD UNIX operating system and overlaying that with the Apple GUI. That means that the open-source community takes care of the UNIX under the hood, while Apple merely has to maintain its own GUI code. Voila! At least half (if not more) of the costs of maintaining Apple's operating system have been offloaded elsewhere.
I suggested to the Microsofties at least 10-15 years ago (remember the 'Mini-Microsoft' website?) that they do the same, using Linux under the hood while Microsoft merely maintained the Windows GUI desktop code on top of it. But Microsoft has an NIH Syndrome that blinds it, and will eventually kill off Microsoft.

Creating an official Microsoft Linux to replace Windows as a server and desktop operating system would be a smart move as Windows becomes more cost to maintain. Windows on Arm has not really taken off primarily due to performance trouble and a lot of legacy Windows software assuming x86 hardware. Moving to a Linux base would help to solve these issues and let Microsoft simplify their infrastructure and focus on their business segments that generate revenue. With Microsoft's backing, Windows could become the best Linux desktop and have a legacy Windows software subsystem based on WINE.
