Yes. Early NASA rocket stuff really was partially just a thin veil on top of military ICBM development. Basically all countries follow the same pattern (this is why the US gets so worked up about North Korean satellites - if they can put a satellite into space they can also put a nuke in your face). Starship is poorly optimized for ICBMs though. Its WAY too big and probably way slower than ICBMs as well.
