How about communities decide themselves which district they want to be part of? A community is a village, town, administrative parts of a city, etc. Every 10-15 years, there is a vote across the country in which every community rates adjacent and nearby communities according to who they want to be in the same district as. Then you run some pre-decided fixed algorithm that uses these ratings to join adjacent communities in a province/state in roughly equal populations. The design of this algorithm is left as an exercise to the reader.
