Our minds are a form of quantum computer, they may be interlinked through entanglement (which does absolutely allow instantaneous communication at any distance), and a culture does (and always has) existed among us meddling with our minds and the affairs of the world. As for all that other stuff, we don't all have the same amount (roughly one in six humans are very sensitive.) Though anyone can condition their minds to make use of this "technology", you just won't get anywhere without a long established network uplifting you. It is far more likely you will be toyed with by screwballs.
