With the right Mesa patch (https://gitlab.freedesktop.org/mesa/mesa/-/merge_requests/26165 https://gitlab.freedesktop.org/mesa/mesa/-/merge_requests/26...) and chromium flags to force enable vaapi, I've got working HW decode with amdgpu here.
