An epub file is just a zip archive containing HTML files and a manifest. You could probably get away with just epub and something to unzip them with. I'm assuming that HTML renderers will be around for a while, though. If you're feeling paranoid, throw in a copy of lynx or a quick script to strip out all of the tags :).
