Anytime the phrase "grave concern" is used, whether diplomatically, ethically, morally, or otherwise, it generally means the event has happened, the decision was made, the behavior was expressed, or the news was delivered. For Lethal Autonomous Weapons Systems ("LAWS") to be specifically referenced means the Vatican probably has reports of its use in combat, albeit experimentally, and not just drones and remote piloting of UAVs.
