As described in the article, definitely not. As others pointed out for various reasons it would be an incredibly slippery slope and unethical for a variety of reasons. A similar plan though based on UBI, decriminalizing homelessness broadly, decriminalizing drugs and providing housing and other amenities along with other steps would be very ethical and a very important step for our society.
