I wonder though, for public companies, do employees not have the obligation to refuse certain demands in order to protect the shareholders?

Public companies may have an obligation to protect shareholder investment/returns, forcing a focus on near future profit. So you stuff in ads and tracking, because that will yield a "positive" result with the next quarter or two.
