It is a bad manager that can’t just deal directly with those people. They should warn, then PIP, and then fire those people. You don’t need to punish the people that can work remotely because some people have no self control. So, yes I do find it surprising that instead of managers just doing their job they think it is better to force RTO. They are catering to their lowest performers rather than cutting those people and supporting their good employees.
