  Radioastronomy forums maybe. There are few active around and from my casual browsing I'd say a topic of this kind fits there. Those also seem like having userbase capable of answering such question with bigger depth than SWE/CS focused HN. Other than that, physics/astronomy stackexchange also seems like a good place.
