If I read https://mycursive.com/the-14-states-that-require-cursive-writing-state-by-state/ https://mycursive.com/the-14-states-that-require-cursive-wri... correctly, currently over 60% of kids in the US live in a state which require kids to learn cursive. California signed that requirement into law last fall. Before then just over 50% of students were required to learn cursive. (NB: I don't have student numbers for each state. These percentages come from the respective state populations.)
