The CapEx is being decentralized and so also is the burden of ownership We'll end up in situations where people buy a property (personal or business) then the first year of ownership get hit with a "sorry, needs new solar system" type surprise bill. This is not uncommon for HVAC and sometimes plumbing issues, much more unusual for electric and gas utilities.
