Yet, I am little unsure whether even vigorous regulation or restrictive access controls will be able to tackle the issue. To push your envelope even further: maybe the infamous 'flooding of the zone' [with more intentional fakes] might work here? An analogous idea has been put forward with respect to really bad data breaches.
