- eru 3y agoYes. And our congestion charge is explicitly adjusted upwards dynamically, when average speeds drop below a certain limit. (And is adjusted downwards, when average speeds are high enough.) It's an awesome system, if all you care about is keeping traffic flowing. It does exactly what it was supposed to be doing. Works beautifully.
