I believe that paragraph referencing is, by far and without any contest, used primarily by any text subject to reviews and revisions. This means technical reports and academic papers. All academic papers I subjected to review were forced to use templates that enforced paragraph numbering. Even though each version of those documents were only read by a dozen readers or so, all papers submitted to those journals had to use the template. This means hundreds of documents (see half a dozen revisions per paper submitted per each edition) had that hard requirement, and this took place for each edition of a single journal.
