So: 17 judges decided some measures need to be implemented of which one of the judges objected to some of the measures.
Also it is not a ruling on whether this is or isn't genocide. In simple words, this is a rule "in case" this is later found to be genocide, to prevent any further damage that could happen before court submits its final ruling.
