The web is/has been//will be taking over and it's an unstoppable force at this point. It's the only true universal cross-platform API. To improve cross-platform experiences, the answer is probably not in spending resources on creating native apps for each platform, but to improve the cross-platform Electron (or Electron competitor) experience with web technologies. Unfortunately this is not necessarily in the interests of Apple and Microsoft, so I think it will remain a bumpy ride.
