There's no evidence in the article substantiating the claim that most of the 'war chips' are made by US and EU companies. Only that a large amount of chips are still heading into Russia. I would suspect that most of their domestic chip-making capabilities are focused on their latest generation of weapons like their hypersonic missiles. There's little reason to not throw COTS chips into drones and other mass produced, low cost items.
