Can someone clarify if Restic dedups and compresses encrypted repos like Borg does? I feel like at some point it couldn't but maybe read that it now can? I ask because my Borg repo is an order of magnitude smaller because of dedup, so it's essential for me.

Yes, it does. You can even convert old repos (the docs mention how to do this) though you'd better set aside some time for that. I use it weekly for system as well media backup (yt-dlp for some YouTube content as a hedge in case the channel is ever unavailable in the future).
