I emphatically agree with you about it being a board first, CEO also situation, but when the CEO is also in charge of the board it’s difficult to see how effective second guessing of a CEO’s decision can reliably happen. Obviously this is legacy, and ironically the CEO at the time was a qualified engineer, so perhaps my statement was rash. But I do think a CEO and board who will put some teeth back into engineering is required right now, however that is accomplished.
