Tooling has gotten pretty sophisticated at working around that limitation for languages like JavaScript or PHP but Ruby lags way behind. The different between what RubyMine and PHPStorm or WebStorm can do is strikingly obvious to anyone who's worked with both. Or at least, if that's not the case anymore, that's how it was when I last compared the two environments.
