It's already covered by multiple harassment laws, defamation laws and possibly revenge porn laws depending on your state. When you see a redundant bill like this, expect it to be a trojan horse for something that might not be justifiable otherwise.

The conspiracy theory doesn't fit. Somebody in the legislator's district made enough noise that there oughta be a law.
