  I'm being deliberately conservative. My basic point is that if the big governments were flagging everything that passed some threshold of possible threat, you'd have a volume of false positives that it's really hard for me to imagine being way under the radar. I have trouble believing that the intelligence services are so masterful at parsing threats--within the hour--with almost nary a false positive.
