All browsers on iOS must use WebKit which is the rendering engine from Safari. If you wanted to make an app for your own usage you might be able to do something with a $99 developer account and keep the app for your own private usage.

But you can use WebKit, yet provide a text-only browser. A custom stylesheet that uses !important (https://developer.mozilla.org/en-US/docs/Web/CSS/important https://developer.mozilla.org/en-US/docs/Web/CSS/important) about everywhere may already get you fairly close.
