I think a better way to put it is that commercial aircraft personnel are under strict legal time limits while the legal time limits on truckers are not enforced particularly strongly and the trucking companies provide incentives not to follow those rules. So truck drivers are incented to take stimulants to a degree pilots are not. “To a degree” means some pilots will still stay up late and try to use stimulants to stay awake. But the pressure on the two cohorts is not equivalent.
