You don’t know it’s e-waste. Most likely they sell those part in bulk to a 3rd party.

  It's still wasteful. Shipping around unneeded parts that maybe will be reused?

  Possibly, but is there even a market for the parts they are not using? How many people are replacing M1 mini parts?
