In the USA, the Bureau of Engraving and Printing is who would sell the shredded currency (by the ounce) and their Mutilated Currency Division is who would redeem it (at face value). They are a federal agency so they'd pass the evidence to the FBI and charge you with conspiracy to defraud the United States.
