I’m having difficulty understanding this sentence, could you clarify?

- thimkerbell 3y agoAfterward, I want to be able to hear the "notable-moments" gist in a span of 2 minutes. For each such "moment", I'd like to know when, within the podcast, it was said, to be able to find it again if I want.
- thimkerbell 3y agoAnd alternatively, what is the cheapest standalone voice-recorder-y device I can buy that is able to easily do the "intermittent voice recording" & "continuous voice playback" aspects of this?
