"In a new report, the organization calls on governments to extend social protections to break the cycle of low-paying work" At least in my South American country, this is the primary cause of informal work. There are so many social protections for employees that businesses - especially small businesses - hire informally. It's too difficult or costly to abide by all the rules and social protections. Piling on more will only make the problem worse.
