Overall giving communities more power to handle this situation seems like a good idea. It is important that we treat less fortunate people with compassion but there has to be some mechanism of where we draw that line. Poor neighborhoods of San Fransisco look worse that some of the Indian slums and are taken over by criminals, theives and rapists not to mention drug dealers.
