I suspect the only reason they are talking about paying damages is to avoid a huge lawsuit with punitive damages. Say they gave each sub postmaster convicted ( about 700 of them) a million each that would be far less than the billions that are quite possible in a judgement in court plus legal fees for a decade in court.

Unless things have changed damages in UK courts are much smaller than is typically seen in US courts. Some victims have already accepted compensation and agreed they have no further claim.
