TLDR: US close to finalizing a double-taxation agreement with Taiwan (though it would still need to be approved by Congress to take effect).
The new deal would reduce a 30% withholding rate to 10% on interest and royalties, and 15% on most dividends. It also simplifies tax issues when dealing with Taiwanese businesses and independent contractors.
