Good to see actual stats on this to confirm the qualitative headlines we've been seeing for the past few years.
The big media brands keep making new subscription services and consumers simply don't have the disposable income to subscribe to so many, so obviously people will turn to piracy. I would think most are feeling ethically okay doing so too as they will be paying for 1-2 services and then pirating the rest.
Add to that the stupidity of adding ads to these services as many are doing and it'll only make the situation worse.
Ad-supported packages that are cheaper are fine, but Amazon's decision to add ads to their regular package and then charge extra to remove ads is just beyond stupid. They should have just added a cheaper ad-supported version and then hiked prices at a later date like the others have.

But in the last 5-6 years, there has been a noticeable increase in prices and defragmention of contents (you need to be subscribed to tons of services), prompting people to switch back/again to pirate sites.
