You are correct in that you don’t have to install a separate front end app, but the apps are segregated on the backend. Apps are region locked creating different versions of the AppStore. Plenty developers only release their app on a specific region.

I can argue that any app that shows different content to different users is actually a separate app for each user, since all the data is "segregated in the backend". IMO the proper measure of this has to be the user-facing actual app. Not some abstract concept of an app in the backend.
