There are simple answers, albeit not politically correct ones:
1. The quality of education has declined precipitously in the US since the 60s
2. Organizations no longer focus on hiring the best based on merit but rather meeting “diversity” goals regardless of the qualifications.
3. Governments and the corpocracy has become a permanent, incestuous relationship committed to siphoning and redistributing taxpayer dollars.
I don’t see it changing anytime soon. The US Congress is a collection of corrupt dinosaurs, on par with the old Soviet Union Politburo.

In the early 1960s, many organizations (including NASA and its contractors) didn’t hire the best based on merit but instead restricted their hiring of high leverage positions to certain groups (and/or practiced segregation). Point 3 hasn’t changed that much since the 1960s. https://education.nationalgeographic.org/resource/nasas-west-area-computers/#:~:text=Langley%20was%20initially%20a%20racially,and%20bathroom%20facilities%20also%20were https://education.nationalgeographic.org/resource/nasas-west....
