The state part is a pipe dream except in a few specific countries. In some countries nobody would actually trust the system, some simply lack the ressources or educated gov workers to run it. In most rich countries the bureaucrat-industrial-complex (including the national software consultants) would fight tooth and nail against a system that deprives them of sweet sweet taxpayer money. OTOH I'd say Switzerland, Estonia and Costa Rica could actually get it done.
