I worked as an electrical contractor for several years, before and after an IBEW apprenticeship. I think this is a fabulous idea, and hope that they'll allow non-citizens to participate without retalatory citizenship issues. In particular, I hope they'll look into common builder practices, e.g. LLC for each structure/subdivision.
