If I look at any modern state today, I would not believe any government to be able to construct similar constitutions of this quality. Not even not discriminating for sex and race is something governments could achieve today and that is a profound professional failure enabled by certain themes in several political cultures. Supranational entities like the EU fail here too, although the dynamics are slightly different. The solution isn't a strong leader with strict values, it is to get better heads into government.
