It's not yet strictly required. I run Windows 11 on a tpm-less 2012 or 2013 era PC with 0 issues.
The only hassle is that it won't update on its own between major versions (22h2 -> 23h2). It does get regular updates without any issue, though.
This is an otherwise quite capable machine, I slapped a nice-ish GPU in there during COVID lockdowns and it's my gaming rig.
