Also stumbled over this. As he's "loving it", I assume he means driving an electric car reduced his cost for "fuel" per given time. From subtext I read into the article that they might have another car that uses gas so that might explain "gas cost are 7/8x less." As gas and electricity costs are very location dependent for me it doesn't matter much what exactly his meaning is.
