His publicly visible behavior by itself should worry them, even setting aside what might be exacerbating it. I don't know if this is them actually being worried about his behavior but needing a business-friendly fig leaf to complain about it, or if they actually believe that his behavior has been just fine and it's just drugs they're worried about. (The illegality element may only matter from a business standpoint for government contracts.)
