  Anything with a list of people with enough information for you to figure out a way to contact them can be used for dating. I remember reading a newspaper story maybe a decade or so ago about California officials being unhappy that someone who was on the California registered sex offense list was using it as way to find other men who had committed the same offense in hopes of finding dating partners who would not be put off by his crime.
