So Muller (the director of the group behind the study) is specifically talking just about "the industry emissions reduction" -- so, the 20 million tons within the larger 73 million ton reduction. I think it's still a win that Germany has achieved a "permanent emissions savings" of 15% in just one year. And "Germany aims to cut its overall emissions 65% by 2030 compared with 1990 levels."
