Ehhh... maybe. One implicit trade-off here is how low detail the second set is, and that'll happen any time you force a structure - mandated structure takes more space on average, sometimes significantly more. Passive voice wastes a lot of space too (in English anyway). Personally I think this is better solved by a changelog doc (which you can wordsmith for outsiders, which is an entirely different target than internal developers) and `git blame` (I never browse all of history to find changes to a method, just blame it for the latest or `git log -p -L` to check a series of changes to a file/func/etc).
