I think one level of abstraction up, this is about whether to use externally meaningful (emails, etc) or internally meaningful ones (INT id's, etc). The specter of having a "permanent ID" (contextless), is something which has never really existed nor ever will. Identity only exists in context to some environment, even in blockchain.
